Kota Kinabalu: The Rural Development Ministry (KPLB) has restructured Village Development and Security Committees (JKKK) by reducing committee membership to improve efficiency, accountability and grassroots engagement, said its Minister Datuk Rubin Balang.
He said the reduction – from 11 to eight members by trimming bureau posts from nine to six – was intended to shift focus from administration to on-the-ground implementation that directly benefits villagers.

Rubin said the change would not weaken the JKKK, noting that meetings have been set at six times a year, with at least two annual engagement sessions between residents and village leaders to strengthen feedback and delivery.
On the economy, he said the ministry would prioritise B40 households and small-scale rural entrepreneurs through skills upgrading, income growth initiatives, and tighter data collection, performance monitoring and guidance to ensure lasting impact.
Looking ahead to the 13th Malaysia Plan, he said existing workshops under the ministry must be fully utilised through mentoring and training, with shortcomings addressed via closer coordination with district officers to build sustainable rural enterprises.
