Kota Kinabalu: Petroliam Nasional Berhad’s (PETRONAS) appointment of Sabahan companies as its Oil and Gas Services and Equipment (OGSE) vendors has enabled the rise of homegrown oil and gas industry champions.
Rimbunan Jaya Sdn Bhd is one such success story, recognised by the Sabah State Government and PETRONAS during the Commemoration of Sabah OGSE Vendors held on 12 February 2026 at the Sabah International Convention Centre (SICC).
Rimbunan Jaya Managing Director, Herzairie Kirman said as a Bumiputera Sabahan-owned company, its operations support a wide range of sectors, including energy, marine, defence, power generation, and general industry segment.
He revealed that his company’s scope of work as a PETRONAS OGSE vendor includes Repair and Maintenance for Rotating Equipment for PFLNG 1 and PFLNG 2, as well as the supply of Diesel Engine Generator to PETRONAS Carigali Sdn Bhd (PCSB).
In December 2025, Rimbunan Jaya secured a JV contract for the PFLNG 3 project for the scope of Procurement, Construction and Commissioning (PCC) for the Onshore Building, in collaboration with China Communications Construction Company (M) Sdn Bhd.
This achievement reflects how PETRONAS’ partnership with local vendors has strengthened the capabilities and credibility of Sabahan companies, enabling them to collaborate with international firms on large-scale projects. It underscores the growing confidence in Sabah-based players to deliver to global standards while contributing meaningfully to the broader oil and gas value chain.
“We will adopt sustainable practices, prioritising eco-friendly and energy efficient methods,” Herzairie said.
Rimbunan Jaya’s vision and mission are to be recognised as a safe and reputable service provider in the Malaysian oil and gas industry and to contribute to the growth and development of the industry by providing reliable and efficient services, with a creditable talent pool of Sabahans.
Herzairie said: “My company provides a comprehensive portfolio including scaffolding, manpower supply, valves, pipes, structural, pumps, and related engineering services, delivering solutions to meet operational and technical needs of our clients.”
“Rimbunan Jaya aims to be a leading company in the oil and gas sector and we have grown by leaps and bounds to become a trusted name in the industry with 18 core executives handling the company’s operations.
“As a Sabahan company, we hope to employ more Sabahan talents who are now working overseas, and provide them with opportunities to return to work in Sabah. My company is more than happy to provide employment opportunities for Sabahans in suitable career appointments when available,” Herzairie said in an interview on the sidelines of the OGSE ceremony.
Q: Can you share how Rimbunan Jaya first became a PETRONAS vendor, and in what ways PETRONAS’ requirements and standards have strengthened your company’s technical capabilities, safety culture, and overall governance?
Herzairie: We started by delivering smaller scopes and gradually built trust through consistent performance. PETRONAS’ requirements have strengthened our technical systems, safety discipline, and governance standards. Over time, we enhanced our procedures, certifications, documentation, and workforce competency to align with PETRONAS’ strict expectations, especially in safety and reliability.
Q: As a Bumiputera Sabahan-owned company supporting multiple sectors, how has being a PETRONAS vendor helped accelerate your growth—particularly in terms of talent development, expanding your scope of services, and building long-term resilience?
Herzairie: Being a PETRONAS vendor has accelerated our growth significantly. It strengthened our talent development through higher standards of training and operational discipline, and it also expanded our scope of services as we grew our technical capabilities. Most importantly, it helped us build long-term resilience because PETRONAS’ expectations require strong planning, governance, and continuous improvement.
Q: How has Rimbunan Jaya's track record as a PETRONAS vendor positioned the company to take on more complex projects?
Herzairie: Our experience as a PETRONAS vendor gave us credibility because it demonstrates that we can meet world-class standards in safety, quality, and execution.
This track record strengthened confidence among international partners and positioned us as a reliable local partner for larger-scale collaborations. In many ways, PETRONAS helped elevate our readiness to compete at a higher level, including in projects involving international players.
Rimbunan Jaya’s managing director said he is proud that PETRONAS has recognition that elevates local capabilities in shaping the industry, for which he is deeply grateful, adding that this would spur his team to expand boundaries, with plans for overseas operations, like in the United Arab Emirates (UAE), and also to cater to other segments in the industry.
He highlighted the significant positive impacts of these projects and programmes with PETRONAS, noting that the company’s performance has significantly improved, not only in terms of profits but also in capabilities and competencies for its employees in meeting PETRONAS standards and expectations.
Herzairie stressed that this helps the growth of local economies by promoting local content and job creation. As local vendors like Rimbunan Jaya expand their operations and secure contracts, they often engage local workforces, suppliers, and support industries, stimulating economic activity and creating employment opportunities.
PETRONAS and the Sabah State Government continue to work together to drive significant progress in strengthening the state’s oil and gas industry, by expanding merit-based participation of local vendors and contributing to economic growth.
Rimbunan Jaya is among the Sabah-based vendors whose trajectory reflects PETRONAS' broader strategy to support the Sabah Government's aspiration of establishing the state as a regional oil and gas hub.
By integrating local vendors into its supply chain, PETRONAS provides access to broader networks of potential clients and projects, driving increased business volume, revenue growth, and long-term sustainability.
"Looking ahead, we hope to foster mutually beneficial business relationships, contributing to PETRONAS' national success while benefiting from access to project opportunities, knowledge sharing, and long-term partnerships," Kirman concluded.
PETRONAS has demonstrated its steadfast commitment to developing Sabah's OGSE ecosystem, cultivating homegrown champions capable of competing on the global stage.
During the commemoration event, PETRONAS and the Sabah State Government accorded recognition to Sabah-based OGSE vendors for their achievements in fostering a sustainable and competitive local ecosystem.
A total of 98 Sabah-based OGSE vendors were recognised for their capabilities and track record in securing contracts. This reflects a steady increase since the signing of the Sabah Commercial Collaboration Agreement (CCA) in 2021, with 47 vendors receiving recognition for the first time in 2025, signalling the growing depth and maturity of local industry capabilities.
This progress is further reflected in the growth of contracts secured by Sabah vendors, which rose from 133 in 2021 to 499 in 2025.
Beyond commercial success, PETRONAS' vendor partnerships stimulate broader economic impact. As local vendors expand operations, they engage local workforces, suppliers, and support industries, creating a multiplier effect throughout Sabah's economy.
Rimbunan Jaya Sdn Bhd has emerged as a promising success story mentored by PETRONAS.
