KOTA KINABALU: Local Government and Housing Minister Datuk Mohd Arifin Mohd Arif said the launch of the Sabah Department of Native Affairs (Jheans) Strategic Plan 2026–2030 marks a firm commitment to results-based governance and leadership accountability.
He said strategic planning is no longer optional in public administration but a mandatory tool to ensure clear direction, disciplined implementation and measurable performance.

“A strategic plan is not merely an administrative document, but a commitment to ensure every policy, programme and use of resources delivers tangible value to the people,” he said at the launch ceremony here on Thursday.
Arifin said the plan aligns with the Sabah Maju Jaya (SMJ) 2.0 agenda under Chief Minister Datuk Seri Hajiji Noor and would serve as a benchmark for other government agencies.
He said leadership effectiveness should also be judged by conditions on the ground, including the cleanliness and orderliness of districts, villages and public facilities, which he described as a shared responsibility of local authorities, district officers, native chiefs and community leaders.
