Salleh also highlighted the development of the tourism in Usukan, particularly on Pulau Mantanani, to stimulate economic growth and create employment opportunities.
KOTA BELUD: Former Chief Minister Datuk Seri Dr Salleh Said Keruak is campaigning to retain his Usukan state seat by focusing on addressing the critical need for affordable housing and creating job opportunities for youth in the region.

Salleh, 68, said the 17th Sabah Election (PRN) provides an opportunity to present a comprehensive development plan for Usukan, designed to enhance the well-being of its residents.

On housing affordability crisis faced by young people, he is proposing zero-down payment options and rent-to-own schemes to make homeownership more accessible.

“We plan to develop housing in Kota Belud that does not require advance payments or down payments. We have introduced a concept where, once you are offered a home, you can move in without paying a down payment… and secondly, we will introduce a rent-to-own system.”

He said many young residents of Kota Belud who work in Kota Kinabalu struggle with high rental costs in the city.

The completion of the Pan Borneo Highway is expected to improve connectivity between Kota Belud and Kota Kinabalu, making it more feasible for young professionals to reside in Usukan and take advantage of the affordable housing options.

“Right now, what’s happening is that tourists come to Kota Belud in the morning and leave in the evening… There is no economic spillover.”

Salleh’s plan for Usukan also includes infrastructure improvements such as water, electricity, roads, and internet connectivity.

He views the six-cornered contest for the seat as a competition of policies and visions for the future of Sabah.

He countered challenges from younger candidates by asserting that effective governance is not determined by age but by the ability to provide solutions, demonstrate wisdom, and deliver tangible results for the people.
