69-year-old flasher pays the price
Chong was charged under Section 509 of the Penal Code which carries a sentence of up to five years’ imprisonment, or a fine, or both, on conviction.
Kota Kinabalu: A 69-year-old man was fined RM4,000 or four months’ jail by the Magistrate’s Court here on Friday for flashing his genitals in front of his neighbour last year.

Chong Fui Fung pleaded guilty before Magistrate Dzul Elmy Yunus to insulting the modesty of a 31-year-old woman by behaving indecently towards her at t 8.11am on Dec 15, 2025, in front of a house at Taman Penampang, Penampang.

Chong was charged under Section 509 of the Penal Code which carries a sentence of up to five years’ imprisonment, or a fine, or both, on conviction.

Earlier, the prosecution informed the court that on the said day, the complainant was outside her house preparing to leave for work when she saw Chong, who was her neighbour living opposite, in a naked state and touching his private parts while looking at her.

The court was told the conduct had been occurring since 2024 and that Chong had previously been warned.

The behaviour happened daily and caused the complainant to feel uncomfortable and threatened, as Chong only acted in that manner when encountering her.

The incident was recorded using the complainant’s home CCTV camera.

The complainant then lodged a police report for safety reasons and further action.

Unrepresented, Chong requested leniency, saying he acted for his own gratification and promised not to repeat the offence.

“I was hanging out laundry at the time and did it spontaneously. I regret my actions and I am ashamed,” he said.

The prosecution urged the court to impose a deterrent sentence.
