“Every detail matters. If someone else takes over your work, it must be clear and safe,” Freddie said.
Freddie is now in his final year of the A0 chargeman course. He began with domestic wiring at GIATMARA but has since learned so much more at ILTP Papar.
The fourth of seven siblings, Freddie has always been curious. “As a kid, I would open up radios and speakers to see how they worked. Many of my family members work in this field too. That’s what inspired me,” he said.
Freddie hopes to continue his studies and eventually run his own electrical company. For both Hans and Freddie, TVET is not a second choice. It is a real and rewarding path forward.
“In today’s world, having a skill gives you an advantage,” said Freddie.
PETRONAS and the VISTA Programme
The welding and chargeman courses are among the many programmes supported under PETRONAS’ VISTA initiative. VISTA helps youths gain technical skills that match what the industry needs.
Since 1992, VISTA has supported 37 institutions across Malaysia. More than RM95 million has been invested, and over 14,000 students have graduated through the programme. Support covers everything from classroom tools to improving teaching methods and upgrading facilities. This ensures students are trained to meet real job requirements.
At ILTP Papar, the journey began in 2008 when the Department of Manpower (JPSM) received support to run both 6G Welding and A0 Chargeman programmes. According to Principal Justina Lojuti, the welding workshop was completed in 2009, followed by the A0 training lab in 2011.
Since then, 452 students have been trained in welding, and 169 in electrical work.
VISTA has now grown into a new collaborative model called VISTA i-plus. It brings together government agencies, training institutions, and industry players like PETRONAS to make technical training even more relevant and up to date. This means students are better prepared for jobs, and training keeps up with the latest technology and market needs.
From Training to Real Jobs
Graduates of ILTP Papar are seeing real results. Nearly every A0 chargeman graduate finds a job, either joining companies or starting their own business. Welding graduates have gone on to work not just in Malaysia, but also in countries like Thailand, Brunei, and Australia.
“Our students usually get jobs or start their own business within months after they graduate. The skills they gain are practical and in demand,” said Justina.
She added that TVET gives real chances to those who might not go through the academic path. “Most of our trainees come from rural areas and families with limited income. With free food, housing, and allowances, they can focus on learning.”
Applications to ILTP Papar have increased over the years. This shows that more young people are beginning to see TVET as a smart choice, not just a backup.
The Role of Industry Support
Rupert Badsun, who leads ILTP Papar’s technical programmes, said strong support from PETRONAS ensures that training stays relevant.
“When industry is involved, our teaching stays current. We don’t risk falling behind,” he said. “They guide us on equipment, teaching materials, and even what topics to focus on. PETRONAS, especially through INSTEP, has been a great help.”
INSTEP also takes part in final assessments to make sure students are job-ready, giving the programme even more credibility.
Skills That Change Lives
In welding bays, scaffolding yards, and labs across Sabah, young people are gaining more than just knowledge. They are finding confidence, direction, and purpose.
Learning to weld, wire, or operate machinery gives them a new beginning — and a real chance to build a future for themselves and their families.
With over 14,000 graduates and a stronger, industry-led model in place, VISTA continues to unlock the potential of Sabah’s youth.
