SHENG proposed a development framework for Sabah focused on Tourism (turning visitors into investors), Talent (retaining and attracting skilled people) and Technology. 

He stressed that no progress is possible without factoring energy. Sabah’s rich resources (oil, gas, water and bioenergy) are essential to fund development, particularly infrastructure and people.

Sheng said it is also important to be humble and learn from everyone, including the younger generation.

“Nobody will help Sabah except Sabahans. So every day I look at myself in the mirror, I count every day as a blessing. If we have the opportunity to serve, we serve.”
