KUCHING: Sabah’s 40 per cent revenue entitlement has been described as the State’s “golden goose” in driving economic growth and long-term development, according to University of Tasmania Professor Dr James Chin (

Chin said the entitlement, rooted in Articles 112C and 112D of the Federal Constitution, provides Sabah with a share of net federal revenue derived from the State based on a 1963 benchmark.
New Sarawak Tribune reported that proper implementation of the entitlement could accelerate infrastructure development, improve public services and strengthen economic resilience.
It added that resolving the long-standing issue would enhance fiscal fairness and support Sabah’s efforts to unlock its economic potential.
The matter remains under negotiation, with the federal government given time to determine payment mechanisms due to the complexity involved.
