KOTA KINABALU: Women, Health and People’s Wellbeing (KWKKR) Minister Datuk Julita Majungki said challenges in healthcare, social welfare and the cost of living will shape the ministry’s policy direction and priorities for 2026 and the years ahead.
Delivering her first Ministerial Address for 2026 since assuming office on December 1, 2025, she said Women, Health and People’s Wellbeing Ministry (KWKKR)’s mandate directly affects Sabahans’ daily lives, particularly women and vulnerable groups, at an event here on Wednesday.

Julita said Sabah’s geographical realities, socio-economic disparities and uneven access to services require targeted approaches, especially in rural and interior areas, rather than a one-size-fits-all policy.
On women’s development and healthcare, she said the ministry is working towards a Sabah-specific women’s policy and addressing gaps in facilities and access, with the Sabah State Health Department preparing an action plan to be raised at relevant platforms, including discussions linked to the Malaysia Agreement 1963 (MA63).
She said KWKKR will continue strengthening social welfare delivery, cost of living coordination with relevant agencies, drug abuse prevention, and inter-agency collaboration, as the ministry launched its vision and mission for 2026–2030 and its policy and organisational culture book at the event.
