PAPAR: Legal reforms focusing on real estate and the protection of property buyers will be among the main highlights in Gabungan Rakyat Sabah’s (GRS) manifesto for the upcoming 17th Sabah Election.
GRS deputy secretary-general Datuk Armizan Mohd Ali said the initiative involves reviewing two existing enactments, including possible amendments to the Land (Subsidiary Title) Enactment 1972 or the introduction of a new Building Management Enactment 2025.
He said the reforms aim to address long-standing issues such as delays in issuing strata titles, building maintenance concerns, and the need for a Building Commissioner to safeguard property owners’ rights.
Armizan raised the matter while assisting 24 buyers of commercial shop lots at Century Plaza in Papar, who have been waiting nearly 20 years for their individual strata titles despite fulfilling their payments.
He said a legal firm has been appointed to represent the buyers and take possible action against the developer, which failed to attend a meeting with the Papar District Council, the project’s joint venture partner.
