Rebuilding of Federal Flats Quarters in Kota Kinabalu to start soon
Kuala Lumpur: The reconstruction project of the Federal Flats Quarters KM4 at Jalan Tuaran in Kota Kinabalu, Sabah, is expected to commence on March 20 using the Design and Build method at a total cost of RM159.79 million, said Works Minister Datuk Seri Alexander Nanta Linggi

The project involves 216 new residential units complete with supporting facilities to provide a safer and more conducive living environment for civil servants.

"This project is one of the Madani Government’s initiatives to provide safe, comfortable and conducive quarters for civil servants, thereby strengthening the quality of service delivery to the people, particularly in Sabah,” he said at a ceremony to hand over the Letter of Acceptance (LOA) and appoint the project director, Tuesday.

The construction contract was awarded to Bangkit Energy & Pro Logistic (EM) Sdn Bhd, while implementation and monitoring will be undertaken by the Special Project Team 2 (PPK2) and the Public Works Department (JKR) Malaysia.

Nanta said close cooperation between the implementing agency and the contractor is crucial to ensure the project is completed according to specifications, within the stipulated timeframe and approved cost.

Built in 1983 and occupied since then, the KM4 Federal Flats were declared unsafe in 2022 after suffering serious structural damage following nearly four decades of use.

The Prime Minister’s Department subsequently channelled a special allocation to rebuild the quarters.

In addition to modern and sustainable residential units, the new development will include a surau, multipurpose hall, kindergarten, childcare centre, parking spaces and other supporting facilities.

Meanwhile, Nanta said JKR Malaysia, as a strategic partner to the Prime Minister’s Department in national infrastructure development, has issued 24 LOAs since 2024.

In the first two months of 2026 alone, three LOAs have been issued, including for the project witnessed Tuesday.
