Kota Kinabalu: Development of infrastructure and utilities will remain a key priority in Sabah’s development agenda, with a strong focus on improving connectivity, sustainability and quality of life.
Musa said emphasis would be placed on the construction and upgrading of roads, alongside the implementation of the Rural Small Bridge Project to strengthen transportation networks.
He said this initiative will enhance mobility for residents and help reduce development gap between urban and rural areas. He added that the development of transport infrastructure is also a key focus of the State Government to strengthen connectivity and stimulate economic growth.

“The State Government is undertaking a feasibility study on a proposed modern railway system linking Putatan to the Kota Kinabalu Industrial Park (KKIP) and Sepanggar Port, in a move aimed at strengthening the State’s logistics network system.
“The State will also implement the Sabah Sustainable Transport Master Plan as a long-term strategic framework to develop a public transport system that is sustainable, safe and efficient.
“Complementing these efforts is the rollout of the Stage Bus Transformation Programme in Kota Kinabalu, aimed at easing traffic congestion in urban areas,” he said.

On water supply, Musa said the State Government would intensify efforts to increase treated water production capacity, expand rural water coverage and reduce non-revenue water (NRW) losses.
He added that key priorities would be given to building and upgrading water treatment plants projects across Sabah, as well as implementing the NRW programme more comprehensively, which will be expanded to 12 districts in the State.
“Wastewater management will also remain a key focus, aimed at safeguarding public health, preserving water resources and ensuring environmental sustainability,” he said.
Musa said the State plans to adopt geospatial technology and in-vessel composting systems to improve the efficiency and effectiveness of the State’s sewerage services.
On energy, he said Sabah would strengthen the stability of its electricity supply system through the implementation of a Long-Term Electricity Supply Plan.
“This plan focuses on diversifying generation sources including renewable energy, the use of natural gas for peaking plants, battery energy storage systems (BESS) and other relevant new emerging technologies.
“In addition, efforts to strengthen energy supply on the East Coast would be intensified through Phase 1A of the Southern Link Transmission Line Project (TPSL),” he said.
In the maritime sector, Musa said proactive measures are being taken to enhance navigation safety through construction of navigational aids and the upgrading of facilities, including the construction of Phase 4 and 5 of the Menumbok Ferry Terminal, as well as several public jetties at strategic locations.
He also said the Sabah Government is stepping up efforts to address the increasing frequency of floods and landslides, with a continued focus on mitigation measures to reduce their impact.
Among the key initiatives being enhanced, he said, are flood prevention and flood mitigation plans, improvements to main urban drainage systems, and the strengthening of flood early warning systems.
Furthermore, Musa said the State will also prioritise the rehabilitation of high-risk slopes and the stabilisation of landslide-prone areas to minimise the risk of further incidents.
He said, allocations are being channelled towards the upgrading and maintenance of roads and bridges to ensure that transport infrastructure affected by natural disasters can be restored promptly.
