Kota Kinabalu: The 40 per cent federal revenue entitlement for Sabah and the increase in parliamentary seats to restore a one-third representation ratio must be resolved before the 16th General Election (GE16).
Upko National Youth Chief Felix Joseph Saang said both matters are crucial and consistent with the spirit and provisions of the Malaysia Agreement 1963 (MA63).
He said the demands are justified as MA63 clearly recognises Sabah and Sarawak as founding partners of the Federation of Malaysia, rather than merely as states like the others.
Felix noted that Sabah’s geographical size and vast land area, which is significantly larger than most states in Peninsular Malaysia, warrants fairer financial allocations and a more reasonable number of parliamentary representatives.
“Sabah has several parliamentary constituencies that are extremely large, such as Beluran, which is more than three times the size of Melaka, a state that currently has six parliamentary seats. Yet Beluran has only one parliamentary seat, and the allocation and facilities it receives are clearly disproportionate to the actual needs of the people,” he said in a statement on Monday.
He added that the imbalance not only affects the efficiency of service delivery but also slows down overall development efforts in the state.
Felix said that several districts in Sabah continue to struggle with poverty and a lack of basic infrastructure.
He said that if the Federal Government is genuinely committed to addressing poverty in Sabah and achieving the zero-poverty aspiration, the implementation of the 40 per cent state revenue claim would be the most realistic and effective measure.
“Additional funding from the 40 per cent entitlement would enable the State Government to implement more development projects. It would also strengthen the local economy and improve access to education, healthcare, and basic facilities, particularly in rural areas,” he said.
Felix also stressed that increasing Sabah’s parliamentary representation to achieve a one-third ratio is necessary to ensure the State’s voice is more fairly represented in federal policy-making.
“The MA63 issue is not new, but it requires political courage and sincerity to be fully implemented. Its implementation before GE16 would demonstrate Putrajaya’s genuine commitment to justice, equity, and Sabah’s future,” he said.
He added that Upko Youth will continue to consistently champion Sabah’s rights under MA63 for the welfare of the people and the sustainable development of the state.
