KOTA KINABALU: The State Cabinet on Wednesday endorsed the establishment of the State Public-Private Partnership and Concession Project Management Committee to replace the State Privatisation Committee formed in 1991, Chief Minister Datuk Seri Hajiji Noor said.
He said the new committee would assess three categories of projects, unlike the previous body which evaluated proposals solely from a privatisation perspective.

Under the new process, public-private project proposals will be initiated by the respective ministries and referred to a technical committee chaired by the State Economic Planning Unit, before viable projects are scrutinised by a main committee chaired by the State Secretary and tabled to the Cabinet for final approval.
Hajiji said the framework is intended to ensure the accuracy of project scope involving the State Government and the private sector, including water and road concessions or housing projects, and added that all State joint ventures must now undergo the committee’s review.
Chairing the first Chief Minister’s Department post-Cabinet meeting at Menara Kinabalu, he said the Cabinet also approved enhanced criteria for Rumah Mesra SMJ this year, raising unit costs to RM95,000 with pillars and RM85,000 without pillars, and announced the launch of Hala Tuju Sabah Maju Jaya 2.0 (2026–2030) on Jan 30, with more than 7,000 public service, GLC and statutory body personnel expected to attend.
