The Malaysian Maritime Enforcement Agency (Maritim Malaysia) Sabah and Federal Territory of Labuan recorded 273 arrests and RM48.5 million in seizures in 2025 through continuous enforcement and joint operations in state waters.
Sabah and Labuan Maritime Director First Admiral Maritime Khairulanuar Abd Majid @ Razali said the seizures involved various high-profile cases, including drug smuggling, liquor and cigarette smuggling, detention of Vietnamese fishing vessels, as well as the confiscation of controlled goods such as cooking oil, rice and petrol.

“Throughout last year, Maritim Sabah and Labuan conducted 59,119 inspections and 28,320 searches, reflecting the agency’s high level of readiness in combating maritime crime and violations in national waters,” he said.
To strengthen operational effectiveness, Khairulanuar said the agency carried out joint operations and exercises with other enforcement agencies, including Op Naga Sabah and Op MARDOF, as well as Search and Rescue Exercises (SAREX) and Maritime Mass Rescue Operations (MMRO).
He said the integrated approach aims to enhance coordination, response capability and preparedness in addressing maritime security threats.
On search and rescue operations, Khairulanuar, 23 cases were recorded with 244 successfully rescued and assets worth an estimated RM23.1 million saved.
“This achievement reflects the efficiency of Maritim Malaysia’s search and rescue teams in conducting swift and effective operations,” he said.
Maritim Sabah and Labuan also recorded several key developments, including the placement of a United States Coast Guard vessel, the ex-USCG Cutter Steadfast, in Sabah, the partial completion of the Semporna Maritime Zone Complex, and the first intake of the Universiti Malaysia Sabah (UMS) Maritime Cadet Team (PASKAM).
Khairulanuar said the implementation of the Madani Outreach Programme, officiated by Prime Minister Datuk Seri Anwar Ibrahim, was also among the significant achievements that strengthened ties between the government and the local maritime community.
He attributed the achievements to the strong commitment of Maritim Sabah and Labuan personnel, supported by close cooperation with other security and enforcement agencies as well as the local community.
Khairulanuar said Maritim Malaysia will continue to enhance operational readiness, strengthen assets and human capital, and improve inter-agency cooperation to ensure maritime safety, the well-being of maritime communities and national sovereignty.
He also expressed appreciation to all parties involved and urged the public to continue providing information and support in safeguarding the country’s waters.
