Kota Kinabalu: Fourteen items will be listed as controlled goods under the Festive Season Maximum Price Scheme (SHMMP) for Christmas effective for five days from Dec. 23 to 27.
Domestic Trade and Cost of Living (KPDN) Minister Datuk Armizan Mohd Ali said the scheme starts two days before the festivity, one day during the festive, and two days after the celebration which aims to ensure fair prices for consumers while allowing traders a reasonable operating period.

The 14 items are imported bone-in mutton, imported round cabbage (from Indonesia and China, excluding Beijing cabbage), carrots (China), tomatoes, red chilies, green bell peppers, large red onions, large yellow onions, imported potatoes (China), chicken wings, live spent hens (Sarawak only), live pigs (farm), pork (belly) and pork (meat and fat).
He said the live pigs, belly pork and pork meat and its fat are only implemented in Sabah, Sarawak and FT Labuan.
“The implementation of Christmas SHMMP 2025 took account current market conditions to ensure a win-win situation for both consumers and traders. Consumers benefit from reasonable prices, while traders are not burdened by an overly long implementation period.
“In determining the list of items, price ceilings, and implementation period, factors such as demand and supply, current costs, weather conditions, labour wage rates and other aspects were considered.
“The process also involved consultation with strategic partners, including the Ministry of Agriculture and Food Security (KPKM), government agencies, and industry stakeholders such as Chambers of Commerce,” Armizan said Saturday.
Armizan said the “Back to School” program will also be implemented in clothing stores in hypermarkets, shopping malls and supermarkets, from Dec. 27 up to the first week of January, 2026.
He said parents will able to enjoy a discount rate of between 10% and 30% when purchasing the school essential items at selected stores.
KPDN is also organising several cost-of-living initiatives in conjunction with the celebration namely the Madani Rahmah Sales Program (PJRM) Christmas and Madani Ihsan Service @ Petronas AutoExpert (SIM@PAX).
“A total of 875 PJRM Christmas programmes are being implemented nationwide which runs from Dec 18 until 27.
“The public can check the PJRM Christmas 2025 implementation schedule on the KPDN website at [https://www.kpdn. gov.my/ms/jualanrahmah](https://www.kpdn.gov.my/ms/jualan-rahmah).
“Meanwhile, appointments for vehicle servicing dates and locations under SIM@PAX can be made via Petronas’ “SETEL” application. A total of 115 workshop premises nationwide are involved in the implementation of SIM@PAX in conjunction with Christmas, from Dec 18 to Dec 27, 2025m” he said.
Armizan said the Christmas SHMMP 2025 will be enforced under the Price Control and Anti-Profiteering Act (AKHAP) 2011, which authorizes price determination. The maximum wholesale and retail prices can be checked via the KPDN website at www.kpdn.gov.my.
KPDN enforcement officers nationwide will be deployed to strategic locations such as public markets, farmers’ markets, and shopping centres selling the festive essentials to ensure traders comply with relevant laws.
Traders must display the pink price tags for the items listed under the price control scheme and adhere to the set prices for the 14 items.
Action will be taken against those who fail to comply. Offenders may be subject to the following penalties:
- Those found selling the controlled items above the maximum price can be fined up to RM100,000 or a maximum jail of three years, or both; or a compound of up to RM50,000.
- Companies can be fined up to RM500,000 or a compound of up to RM250,000.
- For failing to display pink price tags for controlled items under the SHMMP, offenders can be fined up to RM10,000 or a compound of up to RM5,000 while companies can be fined up to RM20,000 or a compound of up to RM10,000.
