Kota Kinabalu: Goods and public land transport companies in Sabah, Sarawak and Labuan are again urged to register immediately under the Subsidised Diesel Control System (SKDS) before the mandatory use of the facility comes into force on a date to be announced later.
Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said registration would enable eligible companies to received fleet cards and enjoy subsidised diesel prices.

He said applications for the SKDS for the goods transport sector were extended to Sabah, Sarawak and Labuan on May 4, adding that the diesel subsidy programme for the public land transport sector was opened in June.
“Eligible companies in both sectors are advised not to wait until the last minute to submit their applications because once the enforcement date is announced, any diesel purchase made without a SKDS fleet card will require payment for the unsubsidised market rate,” he said.
Armizan said this in a press conference after presenting the Petronas Fleet Card SmartPay to several companies that had obtained SKDS approval, here, Monday.
He said under the SKDS, eligible companies can continue to enjoy diesel subsidies at RM2.15 per litre for the goods transportation sector and RM1.88 per litre for the public land transportation sector.
According to Armizan, the SKDS registration process involves into two stages – eligible companies must first apply online through the MySubsidi Diesel portal before applying for a fleet card from their preferred petroleum company offering the facility.
“All eligible companies must take this opportunity to register now, as the registration at KPDN system for SKDS has been simplified and can be processed in a day as issuance of approvals can be done more quickly provided complete documents are submitted.
“Subsequently, the companies must apply for the fleet cards at their choice of oil companies whereby in Sabah there are only three – Petronas, Shell and Petron – in which the process of issuing the fleet cards would take a bit of time.
“That is why I am advising and urging eligible companies of both sectors to register for the SKDS now and apply for the fleet cards so that they would be not denied the targeted diesel subsidy provided by the Madani Government,” he said.
Armizan said there are currently 33 vehicle categories eligible for SKDS benefits, comprising 10 categories under the public land transport sector and 23 categories under the goods transportation sector.
Recently, he added, the scheme was extended to jeeps and pick-up trucks used in related sectors.
“As of June 14, 2026, a total of 8,060 companies in Sabah, Sarawak and Labuan had successfully registered under the SKDS, involving 29,631 vehicles.
“Of that number, Sabah recorded 3,922 companies with 14,415 registered vehicles, followed by Sarawak with 3,869 companies involving 14,447 vehicles, while Labuan recorded 269 companies with 769 vehicles,” he said.
He added that the mechanism ensures that subsidies are enjoyed only by genuinely eligible companies, particularly public transport operators and goods transportation companies involved in delivering essential consumer goods.
“With the use of fleet cards, the Government can monitor subsidised diesel consumption more effectively and prevent leakages.
“It is also an important mechanism to curb smuggling, misappropriation and abuse of subsidies by ineligible parties, including foreign nationals and illegal immigrants,” he said.
