Kota Kinabalu: Current expenditure performance for Federal Government allocations in Sabah has reached RM1.6 billion, representing 24.41 per cent of the total approved amount, said Deputy Chief Minister II cum Finance Minister Masidi Manjun.
According to him, the total funds channelled through the Malaysian National Accounting Department have reached RM5.6 billion. He said the allocation is being utilised to implement 1,239 development programmes and projects across the State.
“The funds disbursed are based on expenditure performance and the progress of project or programme implementation,” he said.
Answering a question from Senallang Assemblyman Datuk Seri Mohd Shafie Apdal, Masidi said the expenditure performance under Federal allocations managed by the Sabah Government for 2025 has reached 99.52 per cent.
“This places Sabah as the third best-performing state in Malaysia,” he said.
For 2026, he said the State Government has allocated RM6.4 billion for supply expenditure, including RM1.4 billion for development expenditure.
As of March 31, 2026, operating expenditure has reached 21 per cent, while development expenditure stands at 10 per cent.
Masidi said a total of 1,187 projects and programmes have been approved under Sabah’s 13th Malaysia Plan (13MP).
“Of these, 142 projects are currently under implementation, while 1,045 projects and programmes are still in the pre-implementation stage, including studies and procurement processes,” he said.
On agriculture and rural development, he said the State Government has allocated RM559.85 million to the Agriculture, Fisheries and Food Industry Ministry (Maffi) and its agencies in 2026.
In addition, RM317.72 million has been allocated to the Rural Development Ministry (KPLB) and its agencies.
He said these allocations cover both operating and development expenditure.
“This reflects the State Government’s clear commitment that agriculture, fisheries and rural development are key pillars of the people’s wellbeing and Sabah’s prosperity,” he said.
He added that the Government remains responsive to current needs and is prepared to consider additional allocations if necessary.
“However, any additional requests must be supported by strong justification and clear details to ensure transparency and accountability in the State’s financial management,” he said.
Meanwhile, Masidi said the proposed construction of a multi-purpose hall in Banggi Island, announced by the Chief Minister last year, has been listed under 13MP.
He said construction can commence once procurement procedures are completed.
However, for the proposed Banggi Sports Complex, he said his Ministry has yet to receive any formal application to date.
