Former Chief Minister Datuk Seri Salleh Said Keruak (
pic) said Sabah’s claim to higher special grants is a constitutional right and not a policy formula to be negotiated as proposed by Sarawak Premier Tan Sri Abang Johari Openg.
He said Abang Johari’s proposal to calculate Sarawak’s special grant as a percentage of state revenue reflects a flexible and performance-based approach that can be discussed between the Sarawak and federal governments.

However, he said Sabah’s position is not about introducing a new formula as the matter is clearly stated in the Federal Constitution and rooted in the spirit of the Malaysia Agreement 1963.
Salleh said Sabah is not seeking extra allocations or special treatment but the implementation of financial rights agreed upon when Malaysia was formed.
He added that any differing interpretations or implementation issues should be clearly and transparently explained to the people of Sabah, noting that court decisions on the matter have already been made and must be respected and fully implemented.
