Mustapha: Issues related to AKPS need to be refined
Mustapha, who is also Sepanggar Member of Parliament, said the discussions found that there were several areas within the Act that required further clarification.
Kota Kinabalu: Minister in the Prime Minister’s Department (Sabah and Sarawak Affairs) Datuk Mustapha Sakmud said issues related to the Control of Services and Systems Act (AKPS) need to be refined following confusion arising from its implementation in Sabah.

He said this was identified after he received a visit from the Sabah Immigration Department Union and requested a briefing from the Sabah and Sarawak Affairs Division.

Mustapha, who is also Sepanggar Member of Parliament, said the discussions found that there were several areas within the Act that required further clarification.

“Therefore, I propose that an engagement session be held between the relevant agencies and, if necessary, we will request the State Government to bring this matter to the MA63 Technical Committee Meeting,” he said.

He stressed that immigration-related matters must be respected in accordance with the provisions under the Malaysia Agreement 1963 (MA63).

“For me, immigration issues must be respected, and we will ensure that this matter remains under the State Government as enshrined in MA63,” he added.

He said if the matter could not be resolved at the technical committee level, it could then be brought to the MA63 Main Committee, which is chaired by the Prime Minister.

Mustapha said this when after the Sijil Pelajaran Malaysia (SPM) 2025 Madani Excellent Student Award presentation ceremony held at Kota Kinabalu Polytechnic, here, Monday.

A total of 477 students in the Sepanggar constituency received the award in recognition of their academic achievements.

Earlier, Mustapha said the recipients comprised students who obtained between 6As and 12As in the examination.

He noted that the programme also demonstrated the growing effectiveness of the free Madani Tuition initiative implemented in the area.

“We are pleased as a total of 80 students achieved commendable results after attending the free Madani Tuition conducted in the Sepanggar constituency, compared to only 12 students last year.

“This indicates that the programme is effective, and we will expand it to nearby schools in need,” he said.

He encouraged youths in the Sepanggar area to inform the Parliamentary Office once they receive their offer letters to pursue further studies.

He said a one-off incentive has been prepared for eligible recipients, whether they receive offers from public universities, private universities or Technical and Vocational Education and Training (TVET) institutions.

“You only need to inform the Sepanggar Parliamentary Office and attach your offer letter,” he said. 

During the same ceremony, several other awards were also presented, including the Best School Award, the Paradigm Shift Award (School) and the YB Mustapha Sakmud Special Award: Best Student.

Also present were Kota Kinabalu District Education Officer Johari @ Jaibet Sabin; Kota Kinabalu Polytechnic Director’s representative Nirazmilah Sulaiman; and Sepanggar Parliamentary Office Director Ahsim Jamat.
