Kota Kinabalu: There must be a mindset change on proper rubbish collection and disposal and not depend always on gotong-royong activities.
Unless litterbugs are stopped, the vicious cycle of waste being thrown and then picked up by others would continue indefinitely, said former City Hall Director-General Datuk Dr Chua Kim Hing.
“The Kota Kinabalu Anti-Litter By-Laws 1984 provides that any person who places, deposits, throws, scatters, spills, drops, beats, shakes, shelves, cleans, leaves behind or cause to be placed, deposited any litter, rubbish, garbage, dirt, sand, earth or bottles, glass, etc., can or shall be guilty of an offence.”
“They can be liable to a fine not exceeding RM5,000 and in the case of a continuing offence to a further fine of RM200 for everyday during which the offence continues.
“They can also be arrested without warrant as any person who commits in his presence or whom he reasonably believes to have committed any offence under the By-laws can act to do so,” he said.
