DBKK monitoring dog nuisances in neighbourhoods

CITY HALL is keeping an eye on Taman Sri Kepayan and Ujana Kingfisher to minimise any canine-related nuisances in these neighbourhoods.

A rate-payer at the first property was recently instructed to reduce the number of dogs he/ she was rearing, while the agency’s Animal Control Unit (ACU) succeeded in catching five strays in one part of the latter.

This action was prompted by feedback about din which occasionally arose on Lorong Sri Kepayan 15 – when the pets inside a house there all started barking at once – as well as the inconvenience created by packs of canines roaming about on Lorong Raja Udang 2, Lorong Raja Udang 3 and Lorong Raja Udang 3A.

A spokeswoman for its Environmental Health Department (EHD) said ACU personnel found eight dogs on the grounds of the Taman Sri Kepayan unit.

“They had a word with the pet-owner who was told that he/ she could only keep up to two dogs at any one time,” she said.

“He/she was informed to have his pets licensed.”

She said a check of the agency’s records revealed that none of his/ her canines were registered.

“The rate-payer was asked to remove the unlicensed canines, including the possibility of having them adopted.”

She said the pet-owner was given further guidance on how to look after his/her dogs.

“During the inspection, our staff offered some pointers on how to keep the kennel clean and dispose of the canine waste properly.

“The individual was also asked to take steps to ensure that his/ her pets did not inconvenience his/her neighbours by barking non-stop.”

A notice to this affect was given to the pet-owner, according to her.

The spokeswoman said the individual would be given a grace period in which to comply with the guidelines set-out in City Hall’s Registration and Control of Dogs By-Laws 1963 (Amendment 2008).

“Should he/she fail to do so, further action will be taken.”

He said the individual had been given a grace-period to fulfil the conditions in the notice.

“Should he/ she fail to do so, then further action will be taken.”

She warned that dog-owners could be compounded up to RM500 for contravening the Registration and Control of Dogs By-laws.

“Repeat offenders risk being taken to court. If found guilty, they could be subject to a fine for as much as RM5,000.”

In the case of Ujana Kingfisher, the spokeswoman said two separate inspections were made of the housing area this month.

“This action was taken as part of an exercise to control the population of strays within our rating-area,” she said. 

She said seven staff with the ACU walked round the common areas in both instances.” 

“They came back empty-handed on the first occasion. They spotted three dogs but somehow, the canines got the better of the ACU and ran into some undeveloped land along one part of the housing area.”

During the second check a fortnight later, the team managed to trap five strays.

Some of the 8 dogs being reared in the Kepayan home are shown above.She said they used hand-held tube nets to snare the canines which were later loaded onto one of the City Hall’s trucks and taken to the its dog-pound.

“The pet-owners will be given a grace-period in which to claim their canines. They will have to settle a compound before their pets can be returned to them.”

She said these individuals would also be given a verbal refresher on the agency’s dog-rearing guidelines.

“On top of being reminded of our two-dog limit, as well as the necessity to have their canines registered with us, they will also be asked to ensure that their pets are properly vaccinated and do not become a public nuisance.”
