KOTA KINABALU: The Education, Science, Technology and Innovation Ministry (KPSTI) has received numerous complaints from schools and parents over delays in the implementation of YTL’s Internet service projects at schools across the State, said its Minister, Datuk James Ratib (
pic), on Wednesday.
He said the delays have directly affected teaching and learning as well as education digitalisation efforts at 736 schools using fibre Point-of-Presence (PoP) technology.

Among the main issues identified were unsatisfactory internet services at some schools, including bandwidth that did not meet promised levels, slow responses to complaints, delays in PoP fibre installation despite identified locations, PoP sites listed as completed but not ready for use, and continued reliance by some schools on 1BestariNet towers, resulting in poor and inconsistent connectivity.
James said the ministry views the matter seriously as stable and quality internet access is a basic requirement in the modern education system to support digital learning and more efficient school management.
He said the State Government will conduct a comprehensive review of YTL’s performance, including compliance with implementation timelines, service quality and complaint management efficiency, and will not hesitate to terminate the appointment if there is credible evidence of delays or failure in implementation to safeguard students, teachers and the state’s education system.
