KOTA KINABALU: Sabah’s ongoing efforts to restore its constitutional rights under the Malaysia Agreement 1963 (MA63) will continue to influence key legislative and institutional reforms in the State.
State Attorney-General Datuk Brenndon Keith Soh (
pic) said adherence to the rule of law remains central to safeguarding Sabah’s position within the Federation as long-standing constitutional arrangements are revisited and implemented.

Speaking at the Opening of the Legal Year, he said these reforms are crucial to ensuring that Sabah’s rights are exercised within a clear and lawful constitutional framework.
Soh noted that 2026 is expected to see further progress on MA63, including the anticipated activation of Article 95C of the Federal Constitution.
He said this would allow Sabah to extend its legislative powers to regulate scheduled waste, paving the way for amendments to the Environmental Protection Enactment and stronger state control over hazardous materials.
