KOTA KINABALU: The Ministry of Domestic Trade and Cost of Living (KPDN) is drafting stricter regulations under the Supply Control Act 1961 to curb misuse of fleet cards in the SKDS and SKPS fuel subsidy schemes.
Minister Datuk Armizan Mohd Ali said the move aims to close loopholes, define clearer responsibilities for fleet card holders and issuers, and impose stronger penalties for abuse.

He said 223 fleet cards have been blocked from 2023 to May 14, 2026 due to suspected misuse, including fuel being used by non-registered vehicles and schemes involving repeated small purchases for resale.
The draft regulations will undergo stakeholder engagement, legal review, and Cabinet approval before being enforced.
