Up to RM1 million fine under Land Enactment (Subsidiary Title) bill
KOTA KINABALU: The State Assembly on Thursday passed the Land Enactment (Subsidiary Title) Bill 2026, replacing a law dating back to 1972. 

Assistant Minister to the Chief Minister, Datuk Isnin Aliasnih, who tabled it, called it a significant legal reform for the State's property development industry.

The new legislation modernises how strata property titles are managed in Sabah, expanding coverage from buildings alone to include land, setting stricter application deadlines for developers and introducing stiffer fines of up to RM1 million for non-compliance.

It also digitises title registers and strengthens enforcement powers.
