YB’s service centre with a difference

Kota Kinabalu: Nominated Sabah Assemblyman Roger Chin (pic) has established a service centre in Luyang aimed at addressing cross-district and systemic urban issues, rather than handling typical constituency-based complaints or welfare assistance.

Located at Lot 2, 1st Floor, Bangunan Seri Damai, Lorong Nibung 1A, off Jalan Kolam (same row as Lintas Superstore), the centre operates strictly by appointment to ensure structured and focused engagements.

Chin said his role as a nominated assemblyman allows him to focus on issues that fall outside traditional constituency representation, particularly those involving overlapping jurisdictions, regulatory complexity and fragmented decision-making.

“As a nominated Member of the Assembly, I do not represent a single constituency. I was appointed to serve where constituency-based representation is often least effective — urban, cross-district and systemic issues that cut across boundaries, agencies and portfolios,” he said in a statement.

He stressed that the service centre is not intended to function as a complaints counter or a substitute for constituency offices.

“It is a place for structured, evidence-based engagement on how laws, policies and institutions operate in practice, particularly in urban settings where complexity is the norm,” he said.

According to Chin, the centre aims to identify recurring gaps, inconsistencies and systemic failures that cannot be resolved at the district level, and to translate these into legislative input, policy clarification and administrative reform.

He added that engagement with businesses and professionals would focus on identifying inconsistencies in regulatory enforcement and overlapping requirements across agencies.

“These are matters that call for policy alignment, administrative coordination or legislative attention, not exemptions or special treatment,” he said.

On collaboration with non-governmental organisations, Chin said priority would be given to initiatives addressing broader public interest issues such as environmental resilience, public health, employability and access to essential services, particularly where responsibilities are fragmented.

He also clarified that discretionary Sentuhan funds under his allocation would be used sparingly and strategically, rather than as a general welfare mechanism.

“Sentuhan is most effective when used as catalytic support, not as a substitute for systemic responsibility,” he said.

Chin said his approach to service would be measured not by visibility or volume of assistance distributed, but by improvements in how systems function.

“I measure it by whether laws become more workable, whether institutions coordinate more effectively, and whether urban systems function more fairly, consistently and predictably,” he added.
