KOTA KINABALU: Prime Minister Datuk Seri Anwar Ibrahim has placed compliance with the Kota Kinabalu High Court ruling on Sabah’s 40 per cent revenue entitlement as a top Federal Cabinet priority, said Minister in the Prime Minister’s Department (Sabah and Sarawak) Datuk Mustapha Sakmud (

He said the Oct 17, 2025 judgment set two clear timelines – 90 days to review Sabah’s Special Grant rate and 180 days for the Federal and State Governments to reach an agreement and implement the payment mechanism.

Mustapha noted that the 90-day review period ended on Jan 14, with only one Federal–State meeting held on Nov 17 last year to begin discussions on the framework, parameters and basic matters arising from the court decision.
He said he paid courtesy calls on Yang di-Pertua Negeri Tun Musa Aman and Chief Minister Datuk Seri Hajiji Noor on Tuesday to reinforce the commitment to expedite the review process in line with the court’s timelines.
The Minister said adherence to the rule of law and timely action were essential to safeguard the interests of the people of Sabah and the country as a whole.
