A TROUBLING case of animal abandonment in Sandakan has sparked renewed calls for accountability, as the Society for the Prevention of Cruelty to Animals (SPCA Sandakan) urges authorities to take decisive action after weeks of silence.

Three weeks ago, a police report was lodged following the abandonment of a puppy – an act that has since drawn concern from animal welfare advocates and the local community.

The vehicle allegedly involved, bearing the registration number SS9102F (pic), has already been identified by authorities, marking a significant step forward in the investigation.

The Department of Veterinary Services (DVS) has also confirmed that the case remains under active investigation.

Yet despite these developments, SPCA Sandakan says it has received no updates on the progress or outcome of the case.

For the organisation, the issue goes beyond a single act of cruelty. It reflects a broader challenge in enforcing animal welfare laws and ensuring that offenders are held accountable.

“Abandoning a puppy is not only an act of cruelty, but it is also a criminal offence under Malaysian law,” said Gin, Secretary of SPCA Sandakan. “Animals cannot speak for themselves. They cannot file reports or demand justice. That is why we must do it for them.”

Under Malaysia’s Animal Welfare Act 2015, specifically Section 29(1)(e), abandoning an animal in circumstances likely to cause suffering is a punishable offence. Those found guilty may face fines of up to RM100,000, imprisonment of up to three years, or both. Despite the severity of these penalties, enforcement remains a concern for many animal welfare groups.

SPCA Sandakan is now calling on members of the public to play a role in ensuring justice is served. Anyone who may have witnessed the incident or has information about the vehicle involved is urged to come forward and assist investigators.

Cases like this highlight a persistent issue: while awareness of animal welfare has grown in recent years, acts of neglect and abandonment continue to occur. Puppies and other companion animals left to fend for themselves often face hunger, injury, disease, or worse.

Animal welfare advocates stress that responsible pet ownership is not optional – it is a lifelong commitment. Before taking in a pet, individuals are urged to consider the long-term responsibilities involved, including proper care, medical needs, and a safe living environment.

SPCA Sandakan reaffirmed its commitment to advocating for animals and ensuring that such cases do not go unnoticed.
