They cannot file reports or demand justice. That is why we must do it for them.” Under Malaysia’s Animal Welfare Act 2015, specifically Section 29(1)(e), abandoning an animal in circumstances likely to cause suffering is a punishable offence. Those found guilty may face fines of up to RM100,000, imprisonment of up to three years, or both. Despite the severity of these penalties, enforcement remains a concern for many animal welfare groups. SPCA Sandakan is now calling on members of the public to play a role in ensuring justice is served. Anyone who may have witnessed the incident or has information about the vehicle involved is urged to come forward and assist investigators. Cases like this highlight a persistent issue: while awareness of animal welfare has grown in recent years, acts of neglect and abandonment continue to occur. Puppies and other companion animals left to fend for themselves often face hunger, injury, disease, or worse. Animal welfare advocates stress that responsible pet ownership is not optional – it is a lifelong commitment. Before taking in a pet, individuals are urged to consider the long-term responsibilities involved, including proper care, medical needs, and a safe living environment. SPCA Sandakan reaffirmed its commitment to advocating for animals and ensuring that such cases do not go unnoticed. “Justice for one abandoned animal sends a message for all,” Gin added. “It tells the community that cruelty will not be tolerated.” As the investigation continues, many are watching closely – hoping not only for resolution in this case, but for a stronger stance against animal cruelty across the country.
