Kota Kinabalu: Sabah has been allocated a development ceiling of RM12.02 billion under the 13th Malaysia Plan, covering 1,173 programmes and projects in the largest such allocation in Sabah’s history.
Chief Minister Datuk Seri Hajiji Noor said the priority was not just expenditure but timely delivery and measurable impact on communities across the State.

Hajiji said Sabah is entering a new phase of development under the Sabah Maju Jaya 2.0 Roadmap (2026-2030), with the construction sector expected to play a key role in strengthening economic resilience and long-term growth.
He said the State’s focus moving forward is to improve project delivery, enhance coordination and ensure transparency in implementation to maximise development impact for the people.
“The construction sector will play a central role in this transformation. Across Sabah, we are seeing strong momentum in infrastructure development, from roads and healthcare facilities to utilities and digital connectivity,” he said at the opening of the International Construction Week (ICW) Borneo and BuildXpo Malaysia (Borneo) at the Sheraton Kota Kinabalu, Tuesday.
His speech was delivered by Deputy Chief Minister cum State Finance Minister Datuk Seri Masidi Manjun.
Hajiji cited the Pan Borneo Highway as a key driver of economic opportunity, saying it represented far more than a connectivity project, with its broader role in opening access across the State.
Urban centres including Kota Kinabalu, Sandakan and Tawau were also cited as areas undergoing significant development.
Drawing on past implementation difficulties, Hajiji outlined four strategic priorities for the next five years, namely, strengthening transport, logistics and port infrastructure to boost trade, ensuring sustainable and resilient development, expanding affordable housing and raising industry standards through improved governance and accountability.
He called on industry players, investors and professionals to partner with Sabah in its development agenda.
“Sabah welcomes your partnership. We seek partners who build with purpose, deliver with integrity, and are committed to quality. The opportunities are substantial, in infrastructure, urban development and sustainable growth,” he said.
The ICW Borneo is hosted by the Federal Works Ministry and the Construction Industry Development Board (CIDB) Malaysia.
It is held alongside the BuildXpo Malaysia (Borneo), the official trade exhibition of ICW, organised by Qube Integrated Malaysia Sdn Bhd.
