KOTA KINABALU: The Sabah Immigration Officers’ Service Union (KPPIS) has raised concern over five loopholes in the Border Control and Protection Agency Act 2024 (Act 860), warning they could erode Sabah’s immigration autonomy.
President Azizah S. Ahmad said the Act allows federal authorities to encroach on powers reserved for the state, including control over entry points and issuance of passes.

“If Part VII is not explicitly excluded, our sovereignty is compromised and control over our own entry points is taken away,” she said.
She also warned that centralised federal command and broad delegation powers could sideline Sabah’s immigration authority and create confusion among officers.
“Sabah’s immigration autonomy is not negotiable; it cannot be compromised,” she stressed.
KPPIS said it is acting to protect officers from legal risks arising from overlapping jurisdictions and unclear authority under the Act.
