KOTA KINABALU: Sabah plans to harness the Blue Economy under the SMJ 2.0 roadmap to drive high-value, inclusive, and sustainable growth.
Chief Minister Datuk Seri Hajiji Noor said the strategy leverages the state’s maritime resources across fisheries, aquaculture, marine biotechnology, maritime logistics, and nature-based tourism.

The initiative is projected to generate RM3.25 billion annually from marine sectors, adding to the RM9.18 billion contributed to national GDP by Sabah’s maritime output in 2025.
Hajiji highlighted the success of SMJ 1.0 (2021–2025), which strengthened state revenue to nearly RM7 billion and lifted GDP to RM84.3 billion in 2024, making Sabah the seventh-largest contributor to Malaysia’s economy.
SMJ 2.0 emphasizes mindset shifts, innovative work approaches, and new value creation for the people, aligned with the 13th Malaysia Plan (RMK13).
The Teraju Aspirations Outreach Sabah 2026 Programme further supports Bumiputera entrepreneurs by providing financing, capacity building, and business networking opportunities, including ventures in the Blue Economy.
