SABAH DAP expressed disappointment over Monday’s court decision to grant a stay on the enforcement of Sabah’s 40 per cent net revenue entitlement, describing it as a setback that prolongs a long-standing issue.
In a statement, its Chairman Datuk Phoong Jin Zhe said the continued delay effectively resets progress on the matter, which has remained unresolved for decades, and risks eroding public confidence.

He said Sabahans may now see little difference between the current Madani Government and previous administrations in handling the issue.
He reminded the Prime Minister and the Madani Government that delivering the 40 per cent entitlement was a commitment under Pakatan Harapan’s GE15 manifesto, warning that failure to fulfil the promise could carry significant political consequences.
Phoong stressed that the 40 per cent entitlement is clearly provided for under the Federal Constitution and should not be subjected to prolonged uncertainty or indefinite timelines.
He also raised concerns over the lack of clarity moving forward, saying Sabahans deserve a clear and firm timeline on when and how the constitutional right will be implemented, rather than general assurances.

He urged the Federal Government to provide a definitive date and a concrete roadmap to resolve the matter, including transparent engagement with the Sabah State Government and relevant stakeholders to ensure accountability and measurable progress.
Phoong said the issue must be addressed without further delay, as it involves restoring fairness, upholding constitutional guarantees and ensuring Sabah has the fiscal capacity needed for its development.
He reiterated DAP Sabah’s commitment to defending Sabah’s rights as provided under the Federal Constitution and the Malaysia Agreement 1963.
