Give priority to performance, civil servants told

KOTA KINABALU: It is incumbent upon civil servants to comprehend and realise the Government's slogan of 1Malaysia, People First, Performance Now as espoused by Prime Minister, Dato' Sri Mohd Najib Tun Haji Abdul Razak.Deputy State Secretary (Administration), Datuk Asnimar Sukardi said Monday, civil servants must uphold the Government's policy and translate it into positive action and outcome in executing their daily work.

"The rakyat's wellbeing must be duly considered when it comes to delivering service to them, and in doing so, civil servants must perform to the best of their ability. And when they give priority to performance, they must not thrust the people into the background.

"It is the wish of the PM to create a government that gives emphasis to performance geared towards priority to the people," she said when officiating at Insan's 12th anniversary celebration with the theme Developing High Performing Human Capital, at Pacific Sutera Hotel, here.

Insan under the Chief Minister's Department (JKM) stands for State Public Sector Training Institute. Together with the Director of Insan, Sa'adilah Abdillah, Asnimar launched the celebration marked by a video show on Intan's achievement and a cake-cutting ceremony.

She presented the Excellent Service Award (APC) 2013 to five deserving officers from Insan in recognition of their significant contributions, witnessed by Deputy State Secretary (Development), Datuk Joseph Guntavid and Sa'adilah. Also present was former DBKK Director-General, Datuk Dr Chua Kim Hing.

The recipients were Senior Administrative Officer Mikoh Amboi (Leadership Development Centre), Administrative Officer Mohd Ayub Yakub (Reinventing Government Development Centre), Training Officer Kamsiah Ibrahim (Management Development Centre), Senior Administrative Assistant Lomini Masungkil @ Nur Amira Abdullah (Management Development Centre) and Administrative Assistant Noryati Bulang (Administration & Finance Division (Accounts Unit).

The Deputy State Secretary (Administration) said the excellence of an organisation lies on the shoulders of all its staff, regardless of status or position.

Saying excellence is the fruit of team co-operation involving every individual in the organisation, she said every contribution by each individual, no matter how small it is, will collectively produce greater excellence, and that is, organisational excellence.

"Organisational excellence depends on individual excellence. Without individual excellence, there will be no organisational excellence. I hope this individual award will inject the competitive spirit into the civil service towards perpetuating excellence.

"Let us compete in a healthy manner to progress from our current achievement through improvement and continuing change.

"As the Guru of Management, Tom Peters put it, 'Excellent firms don't believe in excellence – only in constant improvement and constant change," Asnimar said.

The Insan Family was urged to be more efficient, effective, responsive, courageous to embrace change and sensitive to current change "to address their organisation's internal and external competition through consolidation, knowledge and practice of high discipline."

Asnimar elaborated on two approaches which can further enhance Insan's management system – Shared Mission and Flexible Management System – Permanence and Dynamism.

She said all staff must understand and internalise the vision and mission of the training institute.

"In this way, they will know the direction of Insan and move together towards achieving its goals. I hope it will continue to implement a flexible management system that maintains processes that are proven to be effective, besides improving any system that has shortcomings," she added.

Calling on Insan staff not to rest on their laurels but to face and address changes in one's surroundings, Asnimar reminded them of the people's increasingly high expectations of the Public Service.

"We, therefore, need to be ready and open-minded for a paradigm shift in tandem with changes.

"Let us together make continuing reforms in order to stay responsive, relevant, efficient, speedy and effective in fulfilling the rakyat's aspirations and requests."

The glittering occasion also saw a presentation of tokens of appreciation to Insan retirees, Robaiyah Ibrahim, Anjalia Chia and Mohd Noh Bustamam, and new Insan staff being welcomed (Deputy Director Hj Zulkifli Nasir), Principal Assistant Director (Management Development Centre), Hjh Habibah Durasin, and Administrative Assistant Hjh Talni Azizah Anjoh.
