Kota Kinabalu: More firm action needs to be taken against brutalising of strays here as complaints of cruelty to animals seemed to have fallen on deaf ears.Animal activist Sam Lau said despite the provisions in Section 428 of the Penal Code which stipulate that killing a dog may result in a jail term of not more than two years or fine, or both, while a heavy fine may be imposed for cruelty to a dog or other animals, "these provisions seem to hold little sway with authorities slow to act or choosing not to act at all."He pointed to the case in Country Heights Apartment recently where five stray dogs were "brutally maimed and clubbed to death."

"It is not a sight the residents will easily forget," he said here, Sunday. The incident happened after the management of the residential area received a complaint about strays in the area."When their efforts to contact the local council were to no avail, they resorted to the desperate act of hiring odd-job workers to club the dogs to death," he said. The dogs were rounded up and had their snouts tied before being beaten to death, said Lau, adding that he had reported the matter to the police and provided all the evidence but so far no action has been taken.
