Kota Kinabalu: The RM8.5 million allocated towards improving the Donggongon tamu, should best be given as interest-free loan to farmers in Penampang, said Kapayan Assemblyman Dr Edwin Bosi. He said this was so that they can improve, upgrade and increase their agriculture production, adding that the money can come in handy if used to build, repair roads and bridges.

"I welcome Prime Minister Datuk Seri Najib Razak to Penampang, and thank him for the RM8.5 allocations to improve the Donggongon tamu, but with a good road network, agricultural products can be transported to the market more efficiently. The tamu does not require so much money to improve," he said in a statement here, Tuesday.

Dr Bosi, who is also Parti Anak Negeri Penampang Chief, is hopeful that the Penampang District Officer would have briefed him (Najib) about the issues faced by residents in the district.

Among the long list of issues are the persistent floods, poor drainage, bad road condition, poor street lighting, traffic congestion, lack of clean toilets, crowded polyclinic, insufficient parking space, the promises hospital at Kg Dambai, the secondary school in upper Moyog, illegal squatters, river and stream pollution, and the increasing number of illegal immigrants and Pakistani-run groceries.

He also added that crime must be nipped in the bud, citing an incident which took place in August last year, when his house in Kg Kibabaig was ransacked while he was attending the State Assembly session.

"They broke into my house in broad daylight and until today I am still waiting for some investigative breakthrough.

"Penampang used to be a premier town no more. As a former senior government officer I would like to say that the wellbeing of a district is under the purview of the District Officer.

"He or she is assisted by all the other government departments and agencies.

The government on the other hand must provide enough financial allocation to the departments to implement their tasks and responsibilities," he said.

He said there is no need for the Assemblymen/women to go to the ground to pin point the clogged drains, pot holes on the roads, stagnant water and poor street lightings.

"This task is with the District Officer and Council. The JKKK/JKKDB and village chiefs are institutions to provide feedback to the officers concerned.

"Example, for security, the police are there to handle while farmers can look for the agriculture, fisheries and veterinary departments to assist them. The same with family with disabled child, old or sick parents who are poor and others who need welfare assistance can go to the welfare department.

"The government lawmakers and Ministers are supposed to overseer the government departments and agencies and to see to that they implement their allotted tasks and responsibilities.

"As far as the opposition lawmakers are concerned we will listen to the plight of the people and act accordingly so that their problems are resolved even to the extent of "naming" the government officers concerned in the media or Sabah Assembly," he said.

He cited the flood issues currently faced by his parent and sister at their house in Kg Sapou, which was due to lack of drainage system in the area.

"These houses are just adjacent or sharing boundary with the District Office and Penampang Cultural Building.

Nothing is done despite many complaints made to the District Officer.

"What made the situation worse is the presence of a longhouse nearby presumably built on state land which is discharging dirty water into the environment. They even made a drain full of dirty smelly water across my parent's property. I have no idea if the workers staying there are properly documented," he said.

Dr Bosi urged the District Officer and the Council to check and act on Dr Winny Bosi's complaint.

"I certainly would like to know how the longhouse was given an approval to be built on the site, housing so many workers. I also urge the Health Office to check on this stagnant water and dirty discharges from the longhouse.

I believe there is no sewerage system in place in this longhouse. These are serious health hazard," he said.
