Public urged to understand new property management law

Kota Kinabalu: Strata property owners, building management representatives and members of the public packed a briefing on the Building Management Enactment 2026 here on Saturday.

Warisan Supreme Council Member cum practicing lawyer KC Chen, who officiated the event, commended Likas Assemblyman Tham Yun Fook and Kapayan Assemblyman Chin Tek Ming for moving quickly to brief stakeholders after the enactment was passed by the Sabah State Legislative Assembly.

The briefing was jointly organised by the offices of Tham and Chin Tek Ming.

“Their proactive effort to brief industry stakeholders and the public on the new law reflects their commitment to serving the people and ensuring effective implementation of public policies,” Chen said. 

Chen noted that the enactment directly affects the rights and interests of strata property owners and residents, making public awareness essential. He also offered to assist members of the public with any legal questions arising from the enactment.

Chin, who is also a practicing lawyer, and property management consultant Ken Lo walked participants through the enactment’s provisions and practical implications during the session, which was followed by an open discussion.

Among the topics covered were changes to building management governance structures, financial accountability and transparency, the conduct of Annual General Meetings and Extraordinary General Meetings, and the establishment of a Commissioner of Buildings, which is expected to strengthen Sabah’s strata management system and better protect the rights of property owners.

Meanwhile, Tham said the strong turnout on a weekend reflected Sabahans’ desire for a more efficient, transparent and accountable property management system.

He added that Warisan had long advocated for the enactment, and its passage marked a significant achievement for the people of Sabah.

“We, the Warisan elected representatives, will continue to uphold our people-first approach by monitoring the implementation of the enactment and promoting policies that benefit the people and contribute to social development, ensuring that the benefits of this reform are fully enjoyed by the rakyat,” he said.

Participants expressed appreciation for the briefing and called for more such programmes to keep the public informed of important legal developments.
