Kota Kinabalu: Former Chief Minister Datuk Yong Teck Lee called on the State Government to take up his proposal to start a “Sabah My Second Home” (SM2H) programme to allow non-Sabahan Malaysians to invest in properties in Sabah.

The SAPP President said such a programme would fall within the complete immigration powers of the Sabah Government since it is limited to other Malaysians and not foreigners.

“West Malaysians and Sarawakians (under SM2H) will be required to buy properties as a second home. Their first homes remain at their place of origin.

“In any case, it is up to the Sabah government how many non-Sabahans to take in under SM2H,” he said when asked if this would affect Sabahans.

He said that such a programme could have been implemented on January 1, 2024, as the transfer of funds within Malaysia to Sabah is a straightforward process.

“Once the Sabah authorities have proven their efficiency in handling the SM2H programme, the State can then proceed to implement the Malaysia My Second Home (MM2H) programme for non-Malaysians later,” he said.

He lamented the lack of clarity surrounding the MM2H programme, saying even Sabah business people are unaware of how it works.

He also expressed concern over the hostile exchanges between the Sabah Minister and Federal Minister regarding the MM2H programme, which he believes has eroded investor confidence.

“Respecting Sabah’s autonomy on immigration matters is important while acknowledging the need for Federal immigration permits for foreigners to enter Malaysia, of which Sabah is a part,” he said.
