City Hall urged to have compassion for strays

Kota Kinabalu: Kota Kinabalu MP Chan Foong Hin welcomes City Hall’s proposal to study the digitalisation of the scratch-off parking coupon system.

He said since the existing system has been implemented in 2014, there is a need to upgrade and modernise the parking system in the city for convenience and comfort to residents and tourists.

“We hope this digital system will be integrated with the increasing use of e-banking and e-wallet digital payment applications such as Touch ‘n Go, Sabah Pay and Grab to make it easier for road users in Kota Kinabalu.

“We are confident that with the wishes and aspirations brought by the Mayor Datuk Seri Dr Sabin Samitah, Kota Kinabalu City will become a more user-friendly, efficient, green and smart city,” he said. 

“We also suggested City Hall to support and recognise the efforts of the Sabah Society for the Prevention of Cruelty to Animals (SPCA) in carrying out the street dog programme over the years so that the issue of stray dogs roaming in KK City can be properly controlled,” Chan added. 

It was reported that strays were ignored under the previous Mayor, leading to animal activists taking City Hall to court.

Only July 2022, two animal activists filed leave for judicial review against City Hall’s decision to no longer proceed with the TNR (Trap, Neuter, Release) policy on stray/free-roaming dogs in the city.

The applicants, Michele Meyer and Sophia Chan Yuk Oi, named then Mayor Datuk Noorliza Awang Alip as the sole respondent in the ex-parte application for leave for judicial review filed at the High Court registry via e-filing.

In their statement of claim, the applicants referred to the Mayor’s statement regarding the status of animal welfare in KK and the current situation regarding the management of the City Hall dog pound and the humane dog population management and City Hall’s alleged changing its policy regarding the treatment of stray/free-roaming dogs.

The applicants also cited Section 18 of the Animal Welfare Enactment 2015 on Cruelty Offences to Animals and Section 19 of the same Enactment on the killing of animals.

A delegation led by Chan, comprising Assistant Minister of Finance II and Likas Assemblyman Tan Lee Fat, Private Secretary to the Deputy Minister, Kaven Lee, paid a courtesy call on the Mayor last Friday. 

The two-hour meeting aimed to establish a close relationship with City Hall in an effort to safeguard the welfare and survival of the Kota Kinabalu community in general.

“This meeting also outlined the focus on other issues such as the need to improve the effectiveness of managing people’s applications and complaints regarding garbage truck schedules, lack of trash cans, liquor licenses, licences to hawk at street markets.”
