Sabah among the first to develop Good Regulatory Practice Policy: Chief Secretary

Kota Kinabalu: Sabah is one of the first states to develop the Circular and Good Regulatory Practice Policy (GRP) as well as the online Regulatory Notification System (RN) which is SABAH e-RIA or SeRIA.

Chief Secretary Tan Sri Zuki Ali said changes by accepting the use of technology, digitisation, analytical data and artificial intelligence need to be implemented in the process and procedures of compliance with business rules to ensure agility and transparency of implementation.

“In facing challenges and ensuring economic development at every level is future and crisis proof, resilient and competitive, regulatory reform must be made a priority by regulatory agencies.

“The priority this year is civil service reform, where the effort for regulatory reform is an important part in realising changes and reforms in the public service.

“The principles and procedures of GRP must be applied by policy-makers and regulators in enacting, reviewing and implementing regulations as stipulated in the National Policy for Good Regulatory Practices (NPGRP),” he said while officiating the MyMudah@PemudahCara Sabah Maju Jaya (SMJ) State Level Conference.

The Sabah Maju Jaya Facilitation (SMJ), or known as the MyMudah Units in other states, is a manifestation of the cooperation of the public and private sector in improving governance as well as a platform to receive suggestions for improving the quality of regulations, in addition to suggestions from business-related industry players.

Zuki said the State Government, in collaboration with the Malaysian Productivity Corporation (MPC), is committed to improving regulations to create a more conducive business ecosystem.

“This effort is towards boosting productivity, economic growth and increasing high-impact investment in the State.

“Investment, whether domestic or from abroad, has a significant impact on State income, the improvement of local socio-economic standards and the creation of new job opportunities.

“Today’s conference is a manifestation of the Government across the national and state levels, in ensuring public services with integrity, efficiency and transparency to the business and entire community.

“In addition, this initiative is a reflection of the complete collaboration between the Government and the private sector, based on a whole-of-nation approach, in a mutual commitment to developing Malaysia,” he said.

Meanwhile, Sabah State Government Secretary Datuk Seri Sr. Safar Untong said the State Government is always committed to exploring new methods to improve service efficiency for the people.

“This council is a manifestation of the State Government’s commitment and seriousness and is in line with the narrative highlighted by the Sabah administration in boosting economic activity and boosting its image as an Investor-Friendly State and Ease and speed in doing business.

“The commitment of the State Government in supporting the GRP was proven when two documents namely General Circular No. 1/2021 - Implementation of the Good Regulatory Practices Policy for the State of Sabah were approved on 23 August 2021 and the Sabah Good Regulatory Practices Policy was launched by the Chief Minister, Datuk Seri Hajiji Noor on September 29, 2021,” he said.

Also present were Sabah Federal Secretary Makhzan Mahyuddin, Sabah State Public Service Director General Datuk Zainudin Aman and MPC Director General Zahid Ismail.
