P’ppine emergency hospital Bills get the Go

MANILA: The Senate has approved this week 13 local hospital Bills sponsored by Senator Christopher “Bong” Go, who later thanked his colleagues for sharing his passion to provide a better life for Filipinos.

Go also acknowledged that despite his best efforts, it took time to finaliSe the Bills before reaching the plenary because of several factors, including the documentary requirements of local government units.

 “Thank you very much to the Senate, majority or minority, to you,) Mr. President (Senator Vicente Sotto III), at sa ating (and to our) Majority Floor Leader, Senator (Miguel) Zubiri, for providing the needed assistance in shepherding these measures for their passage,” Go said.

He thanked Minority Leader Frank Drilon for bringing to the Senate’s attention the issue of devolution of health services which, Go said, needs to be studied extensively.

The approved measures included bills increasing the bed capacity of a lying-in clinic in Rizal, Palawan; Naguilian District Hospital anf Rosario District Hospital in La Union; Sinait District Hospital in Ilocos Sur; East Avenue Medical Center in Quezon City; Eastern Visayas Regional Medical Center in Tacloban City; and the Mayor Hilarion A. Ramiro Sr. Medical Center in Ozamiz City, Misamis Occidental.

Other Bills that passed the Senate plenary were measures establishing the Bacolod City General Hospital in Negros Occidental; Eastern Pangasinan Regional Medical and Trauma Center in Rosales town; Davao Occidental General Hospital in Malita town, and the Neptali Gonzales Hospital in Mandaluyong City.

Bills converting the Medina Extension Hospital in Misamis Oriental into a general hospital; and the Schistosomiasis Control and Research Hospital into the Governor Benjamin T. Romualdez General Hospital in Palo, Leyte were also approved.

In his speech, Go, chair of the Committee on Health, reiterated his dedication to performing his responsibilities, even if it means attending hearings daily.

Go said he makes sure all requirements needed for the Bills to prosper are met.

 “We have a process to follow. Even if we have conducted committee hearings, we still must make sure the requirements are complete,” he said.

 “The law may not be implemented if requirements are lacking so we must avoid the possibility of a veto of the measures we worked hard on,” he added.

Go also said committee chairs exercise their discretion to review and deliberate on proposed bills, a prerogative which he respects.

 “It is upon the discretion of the chair on when to hear the bills in his committee. In fact, 16 of my bills have not been heard by the respective committees but I respect the discretion of my colleagues if and when they see it fit to hear the measures under their committees,” he said.

Go, then, stressed that it is and has always been his passion to help his fellow Filipinos.

 “I won’t stop fighting for what will best benefit my countrymen, especially the less fortunate. It doesn’t matter what hardships I will go through as long as I can fight for the welfare of the poor, I will do it,” Go assured.

The passage of the 13 local hospital bills underscored the need to strengthen the country’s healthcare capacity, the senator said.

 “Let us continue strengthening our healthcare capacity, add more beds, build more hospitals, and improve the services of public hospitals,” he said in Filipino. “This is for our less fortunate countrymen because the rich won’t go to these hospitals. Let’s invest in equipment.”
