MACC report against Tenom road project delay

Kota Kinabalu: National Amanah Youth Friday lodged a report with the Malaysian Anti-Corruption Commission (MACC) Sabah against a Federal Minister over his memo to the Ministry’s Sec-Gen that has delayed a project to upgrade Jalan Ulu Tomani in Tenom.

Its Communication Director Mohd Khairuddin bin Daud said the road project had been long needed by some 6,000 villagers in Tomani, a remote area.

He said the project had been planned since 2012 and was included in the 11th Malaysia Plan (11MP).

“In a memo, the Minister wrote his directive in Jawi meaning ‘Datuk KSU (Datuk Secretary-General)…proposed the project to be re-tendered with direct negotiation or limited tender. Thank you’, on May 14, 2020. The minister’s directive raised doubts and question marks. What is his purpose of directing the Sec-Gen to re-tender direct negotiation or limited tender?

“His action is questionable when a competent contractor company has been appointed and proven to meet the criteria through open tender, last year, that saved RM24 million of the people’s money during the then PH government,” he said, when lodging the report with Pakatan Harapan Sabah Youth, Friday.

Khairuddin said the successful contractor company was awarded the project through open tender at a cost of RM154 million to be completed in 30 months.

He said the cost of RM154 million for the long overdue project saved RM24 million compared to RM178 million awarded through limited tender during the then Barisan Nasional (BN) government in 2017.

“We did refer the memo which went viral in social media to Kemabong Assemblyman Jamawi Jaafar and he expressed disappointment over postponing implementation of the project.

“Based on chronology of this project that was exposed by Jamawi during a working visit of then Federal Minister Datuk Seri Mohd Shafie Apdal at Kg Bakuku, Kemabong in 2012 and saw the need for Jalan Ulu Tomani to be upgraded in 11MP.

“In 2016, a working visit by then Federal Minister Datuk Seri Ismail Sabri at Kg Alutok, Kemabong looked into the same project and informed that the project had been listed in 11MP,” Khairuddin said.

“In 2017, the Federal Finance Minister appointed the contractor company to implement the project through limited tender with a cost of RM178 million but in 2018, under PH Government, the Finance Minister cancelled the limited tender and issued the project on open tender with a reason that the previous cost was too high (RM178 million).

“In October, last year, the Public Works Department Sabah opened tender the project with participation of 183 contractor companies.

“Finally in Feb, 2020, the Federal Finance Ministry had agreed to appoint a competent and reliable contractor company to carry out the project at a cost of RM154 million, prior to the memo that reached the present Minister’s table and directive dated on May 14, 2020,” he said.

According to him, he has issued a statement pertaining to this project but there was no response from the concerned Minister.

Hence, he said they lodged the report with MACC to carry out immediate probe on whether there is a third party that may have interest in implementing the project.
