Plan to absorb temporary govt staff

Kota Kinabalu: The State Government plans to absorb temporary civil servants into the permanent scheme, said Chief Minister Datuk Seri Mohd Shafie Apdal."I am aware that some have worked for years but still receive salary on a daily basis," he said during the question and answer session at the State Legislative Assembly, here, Thursday."Whenever there is a vacancy in a department, they will recruit outsiders although these temporary staff have the skills and experience.ADVERTISEMENT "In future, we will absorb them into pensionable positions if this can improve the delivery system of the Government."Such step is important, Shafie said, so that they will not be demoralised."Some of them have been in the civil service for 10 years and yet still receive daily pay...they have families and other commitments," he said, adding that they will be absorbed into posts which coincide with their skills and experience."This is better than taking someone new who will take time for them to learn about their work," he said when replying to a supplementary question by Pitas Assemblyman Datuk Bolkiah Ismail.ADVERTISEMENT Earlier, to a question by Kiulu Assemblyman Datuk Joniston Bangkuai, Shafie said the State Government put much emphasis on a systematic succession plan for civil servants.Under the plan, the Government is committed to implement nine initiatives to enhance the ability of the State civil service.

Among the initiatives are the strengthening of the organisational structure, job consolidation, executive development training, training grant, collaboration with domestic and foreign training institutions, young officer development, key performance indicator (KPI), competency model and halting the re-appointment after retirement policy."The State Government will set up the In-Service Scholarship and Training Division under the State Civil Service Department, effective Jan 1, 2019."Apart from that, the State Civil Sector Training Institute (Insan) will be merged with the State Civil Service Department to coordinate training development programmes," he said.At the same time, the Government aims a six per cent increase from 10 per cent of posts in the administrative and professional group in five years' time."The increase will strengthen the workforce so that the work implementation of civil servants are more focused and organised."This will also attract more high potential talents to join the State civil service to make it more competitive."An allocation of RM8 million is also allocated for executive development training programme next year."Among the programmes proposed are competency and skill trainings covering leadership, future thinking and scenario planning, performance management and executive coaching," he said.Noting the importance of knowledge and an excellent personal development, the Government will offer scholarships to civil servants to obtain masters and doctorates at renowned universities.Administrative and professional officers will also be sent to attend short-term programmes to expose them to high performance culture which can be a benchmark to be adopted in the State Civil Service."The State Civil Service has 283 young officers aged below 35 in the administrative and professional group.Stay up-to-date by following Daily Express’s Telegram channel.
