Sector urged to hire Sabah-based engineers

Kota Kinabalu: Ir. Warrence Chan Kok Peng of the Institution of Engineers (IEM) Sabah Chapter feels strongly about projects, professional work and employment for Sabah-based engineers.At the last Sabah Oil & Gas Leadership event, he canvassed for local engineers to be given the chance to train with major oil and gas project contractors and consultants to prove their competency and mettle.

The State's nascent five-year oil and gas industry did not accord them any opportunity when the industry was non-existent in the past.

At the 5th Sabah Oil and Gas Conference and Exhibition, Chan appealed to the oil and gas industry players and project implementers to use Sabah-based engineers to comply with employment laws of the State and to avert social problems related with liaison or relationship with local womenfolk.

"Many technical people just left the State with no intention of returning abandoning their Sabah family members to fend for themselves.

"With local engineers, there are no issues of work permit, providing house or car, travel expenses of flying to and fro the State and no need to adapt to local conditions besides having the advantage of local knowledge of how situations are best resolved," he said, adding that with opportunities locally, it will help the State to retain local talents that will benefit the local economy further.

He spoke about how Sabah engineers learned, trained and operated successfully the largest pulp and paper mill in Sipitang and were in great demand overseas years after the plant was commissioned and likewise, they would prove their ability in the oil and gas sector when given the fair and right opportunities to excel.

"IEM is entrusted with the task to conduct a comprehensive assessment of an engineer's experience and competency in the practice of engineering, hence we are in a position to help companies find their competent engineering personnel requirement," Ir. Chan stressed.

He highlighted that the numbers of engineers registered with IEM has increased from over a thousand to nearly two thousand strong.

In Malaysia, upon passing the Professional Interview, an engineer would be admitted as a member of IEM (M.I.E.M) and is eligible to register as a Professional Engineer (PE) with the Board of Engineers Malaysia (BEM) which is a statutory body formed by an Act of Parliament to safeguard the Statutory Act, to regulate practice of engineers and protect public interest.

Ir. Chan said there are many engineers who are not registered with IEM as members, and is confident that, in the near future, more engineering graduates would join the oil and gas industry in Sabah and elsewhere to propel the state forward to be a major industrial player in the petroleum upstream, midstream and downstream worth RM27.18 billion last year.

The three-pronged approach for Malaysia as the No. 1 oil and gas hub for Asia, Sabah included is to sustain oil and gas production amid new discoveries, enhancing downstream growth, and growing oil and gas supporting services (upstream and downstream) that require engineering expertise.
