'Schools must screen foreigners to prevent rape'

Kuala Lumpur: A Sessions Court judge who sentenced a Pakistani school gardener to 14 years in prison for raping a disabled female student has advised school authorities to screen foreigners to avoid rape incidents.M Kunasundary said the school authorities should act immediately to inform the families of victims early if they suspect anything dubious to avoid untoward incidents.

"Rape is a serious offence. Moreover, it involves a victim who is disabled and the incident occurred in the school, where it should be safe for all students."

She said the court has the responsibility to ensure that the offender is punished appropriately to prevent the accused and those who want to exploit special students from doing so.

The judge sentenced Umar Zeb, 24, to 14 years' jail and five strokes of the rotan after he was found guilty of raping the 14-year-old female student.

Kunasundary ordered Umar to serve the jail sentence from the date of his arrest on Aug 28, 2015.

She made the decision after the defence failed to raise reasonable doubt in the prosecution's case and after hearing testimonies from 11 prosecution witnesses and one defence witness, namely the accused who merely denied the offence.

Umar raped the victim, who is a special student, in a room at a secondary school between 3pm and 4pm in August 2015.

Deputy Public Prosecutor Liyana Zawani Mohd Radzi appeared for the prosecution while Umar was represented by lawyer Anis Syazween Mohd Zawawi.
